The floating jumper cable?

I've notice recently in some of the background shots on the promenade, there is a thing that looks like a car battery jumper cable, which floats in a tank of colored water complete with aeration bubbles. I think the water is blue or it might be another color.
Possibly it just has a light on it for color.
I can't recall a specific episode but I have seen it in several.
What the heck is it supposed to be?
Was if ever addressed in the show?
I was thinking it was some sort of balance indicator for the station, but that doesn't make sense because technically there is no 'up' or 'down'.
Or maybe it's supposed to be alive and like a fish tank?
Or maybe it's a piece of art?
Possibly I imagined it....
Any ideas on this or knowledge, anyone?
 
I don't recall any display involving a water tank. I recall the weird alien fish, which I believe Nana Visitor took but later lost, and a couple random signs with alien words/letters. But I don't recall anything submerged in some kind of liquid...

It's in the episode "Fascination" 3rd season
Episode #456.
After Jadzia and Sisko get the exam from Dr. Bashir, Sisko and Dax walk out of the medical clinic, they are talking and they stop by a blue "fish tank"
Sisko even seems to look at the "fish" but the fish looks more like either a jumper cable or a battery cable.
I guess maybe I'm the only person that is into the sckgrounds of the shots.
It seems that nobody else ever even saw it.:ack:
