Perhaps the Federation underwent a crash program to rebuild the fleet after the attack on the Utopia Planitia Shipyards, and made a bunch of modular, prefabricated ships with exchangeable parts for ease of repair instead of several different classes of ship. That's why they almost all looked the same or similar.

Obviously out-of-universe, it was simply a time and cost-saving measure, much like the reuse of the Disco-era ship in the shipyards.

It makes sense in universe too.

That does make a lot of sense, although I'm still stymied as to how fast Riker got that huge fleet together.

Maybe Riker started collecting the ships the moment Picard left his home

...For all we know, Clancy had started collecting ships the moment Picard stormed her office, with the aim of keeping the ships away from Picard's hands. Or Oh had ordered them sent to Laurentius to protect her back, but Riker got wind of that and turned the tables on her.
