Frakes says he was not one of the top three actors in the series. For me, Stuart and Spiner top him. But number 3 is not so clear. I might put Frakes in at number 3, but to me there are a whole bunch of them close.

I'm sorry, I dont' know the answer to your real question.
 
The only shot of Worf in that episode, that could've been someone other than Dorn, would've taken place around 17 minutes into the episode, in the exchange with the Betazoid interrogator, when he 1st calls Simon Tarses a liar.

Just watched the scene in question and I see Worf's arm. I agree this is the likely place, as I can't really see anywhere else Frakes is referring to. However, it's not like we needed to see Worf, but from what Frakes implied, it was important he was meant to be seen. Unless he's misremembering, and it would've been better/wiser for Dorn to have stayed to account for all angles?

The only reason he is needed in the scene is for continuity sake. He'd been standing to Picard's left the entire time, & when the last shot was arranged, it would've been awkward to suddenly not have him present there, in that small room. It's easy to see how a freshman director might have missed it, & released the actor, if he hadn't had a perfect image of the blocking in his head, to realize that even though he's not a contributing performer in the shot, he is set dressing
