it's probably a similar system to the one used in Canada which has the same issue with some older phones such as a cheap ZTE that my wife had.

Also times where it's hard to clear the messages but that was on modern flip phone (Alcatel)


I see from the ABC that the tin foil hat bridge was out in force with claims like that govt could track you (comments probably posted from devices full of software from MS, Google and Meta) and the queensland is going to opt out but that's Cane Toad County for you.

Here it also ties in with tv and cable tv so at the same time phone buzzes you'll get a big notification on the screen with text to speech.
