For a brief time the Cardassian Union was ruled by a civilian government, with the Detapa Council managing to gain power from the central Command. However this civilian government lasted little more then a year, when Dukat had Cardassia join the Dominion, he ended the civilian government and restored the military dictatorship, with him as the head of state.
This civilian government was beset with problems from the get go, the Klingon war, Maquis terrorism, the True Way terrorist group, etc. If the Klingon/Cardassian war didn't happen, would the civilian government have lasted? Also how different were the policies of this civilian government compared to the military dictatorship? It seemed like the Maquis still had problems with the Cardassian Union even when it was controlled by civilians rather then military. How democratic was this new government?
Also after Dukat came into power, would he have executed all the members of the old Cardassian dissident movement? We know Tekeny Ghemor escaped Cardassia when Dukat came to power, but what happened to Natima Lang and her students?
