I think its about how you look at it, for stopping massive threats, you cannot go wrong with Kirk and Co, for Diplomacy, Exploration and the Prevention of Hostile Situations, Picard and Co hold that distinction
Then you have the likes of Archer and Sisko whose skills as Commanders found their distinction during times of War or Battle (Xindi Crisis and Dominion War)
Then there Janeway, I've said this controversially before, but if you look at it from the facts, Janeway managed to survive in completely uncharted territory. with no back up or communication from the Federation. in a small ship, with a crew of less than 200, with minimal casualties and get home within 7-8 years of what should have been a 75 year journey. Also the fact remains that Janeway singlehandedly took on the Borg on numerous occasions and won, in fact in her last meeting with them in the Delta Quadrant, she dealt them a crippling blow and outwitted the Queen's final attempt to stop them. The Voyager crew also came up with a way to stop Species 8472, something the Borg couldn't even accomplish!
Anyway if you wanna Mix and Match a succesfull crew, heres my opinion
Captain: Picard (Most well rounded Captain, experienced in Diplomacy, Exploration, Scientific Investigation and if necessary, Defense)
1st Officer: Kirk (I know controversial, but I reckon Kirk in his younger days would have been a hell of a first officer, his command experience, impulsiveness, intelligence and ability in physical confrontations would have made him an valuable asset)
Science Officer: Spock (Who else?)
Tactical: Worf (Worf has had the most most experience in Combat Situations out of all the Tactical Officers in the Federation, having been in the frontline of two conflicts with the Borg (BOBW and FC) and of course the Dominion War)
Helm: Tom Paris (Most experienced Pilot, has actually done more as a Helm Officer than just setting a course and engaging Warp Drive
Ops: Data (Who else?)
CMO: Bashir (With "The Doctor" and Dr Crusher as a part of the team)
Chief Engineer: Scotty (The most adaptable Engineer in Trek, has accomplished the impossible on several occasions, wrote the book on Engineering and even though he is almost a Century behind in "Relics", he'd probably catch up and even be ahead in several respects within a few years)
Counsellor: Ezri (I think she is more effective, having experienced the horrors first hand of things such as War, as a counsellor than Troi)
Or if its pure Diplomacy you are after...
Captain: Picard
1st Officer: Chakotay
Helm: Nog
Engineering: Geordi
Ops: Data
Tactical/Security: Tuvok
Counsellor: Troi
