Always nice to see amateur geek communities get some serious consideration from respectable entertainment sites.
That said, the piece only seems to consider non-parodic Bat-shorts. And while I guess they're exluding the likes of College Humor from "fan filmmaker" status, it could also be that they consider those skits rather than bona fide fan films in their own right.
