I used to think that much of what the Q did was just illusion, but there have been too many times when they've been shown to have powers on a truly cosmic level -- like when their civil war was setting off supernovae all over the galaxy. Nothing we've seen the Borg do is anywhere remotely near that level of power. The idea that the Borg come anywhere close to the Q/Organian/Douwd tier of the universe is simply giving the Borg far too much credit. The Caeliar come closer, about as close as a corporeal species could be expected to, but the Borg are a degenerate offshoot of Caeliar technology, much less advanced in their capabilities.
I really doubt that Q would've used the Borg as an object lesson for Picard if he'd considered them a threat to himself or his continuum. He didn't have a problem with provoking the Borg then, when it served his purposes. That "Don't provoke the Borg" line in "Q2" may reflect the universal pattern of parents to forbid their children from doing things that they themselves do all the time. More fundamentally, it reflects that "Q2" is a totally stupid episode.
