Strange Makeup Malfunction

I was watching Improbable Cause the other day (one of my faves, along with The Die is Cast) and noticed something odd.

In the scene when Odo asks Garak to come into his office to look at all of the incoming traffic to see who might have wanted to blow up his shop, I noticed something odd about Garak's neck. On his right side of his neck, it looks like part of the makeup is coming off.

I'm sure I'm not the only or the first to notice this, but thought it was strange!
