I think the point JMS was making was more pointed to why are these characters spending so much time in fantasy world when they can look out the windows pretty much anytime and see some until now unknown wonder?
It's like people who pack the kids into the minivan on vaction, and as they are driving past the grand canyon or Mount rushmore or whatever, the kids are in the back watching a DVD instead of taking in the scenerary of the real world.
The writers had a device (the ENterprise) that could put the characters into any situation or location they wanted, yet they would do these stories set mostly in a holodeck scenario.
"Hey, let's put Worf into a wild west story!"
"Ummm...isn't this a show set in outer space?"
