Scenario 1 : 10 average Stormtroopers armed with Standard Weapons vs 10 Starfleet Security Officers (circa 2372) armed with Type 2 phasers in close quarters.
Scenario 2 :10 average Stormtroopers armed with Standard Weapons vs 10 Klingon Warriors (circa 2372) armed with Disruptors and bat'leths in close quarters.

Well, the Klingons are always primed for battle. I can easily see them getting the upperhand, maybe even get frustrated with the Stormtrooper's lack of accuracy.

Stormtroopers and security officers? I'd assume it would end in a draw. But security officers also have the advantage of disintegration.

Change this to Clone Troopers vs anyone else and you've got yourselves a real fight! The clones couldn't be better or more resourceful fighters.

As far as I know, only troopers of different ranking and type get different weapons, but the OP specified 10 average troopers, which are the ones that are bad at hitting targets. Anything else would change things dramatically.
