Statistical Probabilities/Sacrifice Of Angels

In Statistical Probabilities, Bashir tells Sisko that it's okay to surrender because a century later, a rebellion centering on Earth will take over the Dominion.

In Sacrifice Of Angels, Weyoun states outright that he wants to eradicate Earth's population to specifically prevent that possibility.

Is this something intentionally written in to show the audience that Bashir's projections aren't nearly as intelligent as he thinks they are because it ignores the Dominion heads making similar analysis, or is it an oversight by the writers that Bashir's projected rebellion wouldn't be possible?
 
Perhaps. However, what Weyoun would do in victory might differ from his approach to a supplicant. A compliant Earth would surrender its defenses or have them absorbed.
 
Was Weyoun making this statement to the Founder and did she agree? Even if Weyoun thought that the Earth's population should be wiped out doesn't mean that the Founders would agree.
 
the impression i got was that the founders let the vortas make the majority of the decision on the running of the dominion.

if the vortas thought it best to slaughter the human species, they would send in the jem'hadar to do it, without first checking with the founders on the matter.

Wasn't it more of the Jack Packs projection rather than Bashir's? (It's been a while since I saw this episode). But perhaps another way to look at it, you can't always predict what your opponment will do. Isn't there a military adage that no battleplan survives first contact with the enemy?
 
If I remember the episode right, it ends with Bashir acknowledging that their predictions were wrong and they were foolosh to try in the first place.
