I don't know any of this is real or just anecdotal data. One could easily say Starfleet is a medical service. After all, wouldn't a medical emergency trump a science mission? Does that make Starfleet's primary mission medical in nature?
Shouldn't any situation that threatens life or destruction of property (for lack of a better word) trump a scientific mission?
