Starfleet Conspiracy

I've been reading about the Conspiracy storyline in IDW's TNG comic book series, where it's discovered that a group within Starfleet have been conducting illegal acts behind the scenes for centuries, going back to the Roswell Incident. The article about it on Memory Beta suggests that they could be part of Section 31; is this possible?
