Thought it'd be a fun concept to toy with. Still working it out, here's tonight's progress... I'll change out the paper area at the bottom, which is supposed to be the content area.

Not too sure how I can get it to be more steam-punk-ish... brass flourish corners? How would side scroll bars look?

Maybe change that "lunar exploration" crawl to something that resembles nixi tube lettering?

My suggestions:

Add brass floral flourishes to at least the upper corners. Ditch the dot matrix scroll. If you want animated scrolling text, I suggest something that looks more tactile, like a paper scroll (think like on one of those old-timey player pianos that played themselves according to the dots punched into the scroll?) Nexi tubes could be cool, but somehow they say "atomic city" to me instead of "steampunk".
Also I suggest altering the space suit guy to look like a late 19th centure deep sea diver. But with airtanks on his back. The space suit strikes me as about 100 years too new for steampunk feel. Also maybe make the "enlist" quill into a stell nibbed pen. But maybe not though. The quill seems too primitive to me, but your milage may vary.
