You are not seeing her though are you ? it's a representation of a "fake" story that Janeway is telling. Same as we had with T'Pol

The conceit is that what we see is not the past but a story being seen through Janeway's mind's eye, which is why Shannon looks just like Janeway.

No, the flashbacks are the actual story; they don't match Janeway's version at all. As for her looking like Janeway, that's just like all the Soongs looking like Spiner, the housewife's husband looking just like her great great great great great great grandson in The Neutral Zone, Picard's Romulan gal pal looking like her observer ancestor, etc. We see a photo at the end and it's an aged up Mulgrew.

Not counting marriages (such as Juliana, wife of Noonien and presumably mother of Alton), Kore is the first female Soong we've ever seen. So, yeah.

Wasn't it established some where that she's not Alton's mother?
