Star Trek Online - Free to Play limitations?

I played this game after release, but stopped for other games. I have heard it's free to play now, and thought I would try it out again. Most free to play games are limited in some way to give you a taste of the game and want to pay for more. Are there any such limitations in STO?

Also, I've forgotten most of what I knew about the game. Can anyone point me to player guides to get me back up to speed? And what big changes, if any, have occurred in the last year or so?
