Not nearly. Personaly I thought it was pure crap.
Ritter's character get a Satelite Dish that recives TV stations from Hell (all the shows have a evil/hellish slant to them) he (somehow) gets sucked into it and experiences the various hell-themes shows as his kids flip the channels in the "real" world. Repercussions of actions in the show will carry over if/when he leaves (so if he gets hurt/dies it's final) so he tries to find his way out. (I think his wife gets sucked in with him.)
I saw it once, I thought it pure crap personaly, I scarcely recall the ST:TNG segment, but don't recall it being all that good. The hell/death themed shows was a big turn off for me.
