Yeah but one assume mind melds are about thoughts... not words. So the meaning behind those words would be clear, or at least should. Tuvok exchanged violent thoughts on that mental gestapo planet in Voyager via mind meld.

You're assuming that the Tamarians think as we do. What if they think in metaphors?
The Horta does, however, use written language: "NO KILL I".If Spock can mind-meld with and understand a Horta which doesn't even use spoken language at all, I think a Tamarian would present no problem.

Just a suggestion... you'd have better thread participation if you had entitled it "Spock mind melding with a Tamarian" or something to that effect. Just "Spock" is extremely ambiguous.
Nevertheless, I think a Vulcan would be able to. The mind melding doesn't require vocal language. The concepts themselves are people, places, events, feelings, thoughts, etc... all possible to relate. It was the language construct and grammar that was the impediment to understanding them that Picard and his crew faced.
