I very much doubt they'll ruin the decades-long character arc of a classic hero by making him something he isn't. If this becomes a Blade Runner rip-off (everyone's a synth!), I'll be sadly disappointed.

Semi-serious guess: due to both having been linked to the Borg Collective, there's a copy of Data's consciousness running around inside Picard's head, this making him (after a fashion) one of the hybrid human-synths, and the key to cloning more hybrids.

I was way off the mark with my DSC season 2 predictions though, so probably not.
