So Picard could hear the borg in his head.

Was this addressed in Picard season 3 because I thought they did touch on it?

In the movie First Contact he heard the voices of the Borg in his head near the start of the movie.

Just proves whatever Crusher removed, she didn't get all of it, and Picard should have been given a desk job near Starfleet Medical/R and D for further study.

That, and with the other thing in the movie where they show people with limbs removed with shiny new bits about to be added. Gross, true, but why wouldn't they do to the Enterprise crew in FC what they had done to Picard, when they rebuilt him better, stronger, and faster, as Locutus in TBOBW, by put the arm sheath with electric egg whisk attachment enveloping over his arm - never mind the radiator tubes and chestplate exoskeleton and laser pointer cat toy by his ear - what would happen to his biological bits underneath? Would it all dissolve over time? Do Borg teleport the non-cranial innards elsewhere? Is the skin and bone and cartilage and muscle broken down into energy by the electronic/machine components?

I read in a Trekkers guide book that the borg must have also removed all Jean Luc's boy bits when they assimilated him. However I think that was the author thinking that idea themselves.

There was concept art showing they thought about using make-up to depict Picard’s right arm post BoBW was a replacement, either cloned or a mechanical prosthetic.

Even thought they went with something easier to film, and not requiring a lot of puppets and trick photography to show Picard with one arm after Data rips off the claw, it’s still entirely possible that Picard was amputated by the Borg and he’d gotten a new arm in sickbay before the tag of the episode.

It's been a while since I watched BoBW, but when they "make" Locutus, don't we see them literally slipping the Borg arm over his still present hand?

Yep, so they do. Forget that last part.

Odd decision, though. It makes it seem like they were downplaying the invasiveness of assimilation. I remember that was something that went into the First Contact redesign, that they wanted to integrate the makeup more so it didn’t look like the Borg “just put you in a black suit.” I assumed that was budget reasons, but showing the robot-arm explicitly as a gauntlet seems like it’s just amplifying your budget and production-design limitations.

It reminds me a little of the PIC finale where, at the end, it seemed Jack’s faceplate had just been glued to him the way the makeup had been, and he literally had been put in a suit.

Some have speculated that since the Borg were trying to use Locutus as the speaker for the Borg in order to make it "easier" for humanity to agree to assimilation it would have defied the whole "let's make it easier for you" idea if they had taken one of his eyes and his arm, thus telling everyone "oh by the way this is what we'll do to all of you". I think they would eventually have given him the full Borg treatment tho. Remember, Jean-Luc's entire assimilation time wasn't that long.

I never really understood why Picard could hear the Borg in his head. Wasn't Hugh's whole deal that he was lonely because the Borg were no longer in his head? Was this some sort of Locutus-exclusive thing because he was intended to be the voice of the Borg?

Because Beverly didn't remove everything. There had to have been something she missed that the Borg had done to his brain

Hugh was a common variety drone, Locutus was a top of the line model with all the extras.

Well, iirc PIC confirms that the Borg
affected Picard’s DNA, which ultimately gave them an “in” to Jack as well. So there was still stuff in Picard that Crusher hadn’t found, and which led to it looking like he had irumodic syndrome (and it was functionally equivalent, since Original Picard still died from it).

Also, remember that they had set up a dampening field specifically to block the Borg from communicating with or even detecting Hugh when hew as on the Enterprise.

Which really bugs me a bit because if they could do that why couldn't they rig up another kind of device to target and really mess up the internal communications of the Borg and cause destruction that way?

Didn't Picard only hear the voices when they were in close proximity to the battle at Wolf 359? I know he had a weird borg dream prior to going there, but i thought the voices were only when he was in range. Hugh would have heard nearby Borg communications too, but there weren't any around until the end of the episode.
