^Looks like Nariko from Heavenly Sword to me. The sword is completely wrong, though.
...and the rank braiding is too high up the arm and too far apart, not to mention the insignia appears to be the wrong size/ color and doesn't have a department specialty in it.
But who's looking that closely?
I was inspecting that insignia very closely.
