Sigh. Drivers suck.

If Virgina suspects a vehicle owner has allowed their liability coverage to lapse between renewals the owner will be permitted a couple of weeks to identify their liability insurance carrier. The state will subsequently check with the insurer. If the insurer isn't identified or the insurer doesn't verify the coverage the owner can be fined and the registration suspended until the liability insurance is obtained or the uninsured motorist fee is paid (the fine doesn't count towards the fee). Prolonged nonpayment of any fine related to vehicle operation or registration may result in administrative vehicle operator license suspension (no trial requirement - can even apply if the operator hasn't received a notice of the suspension).
 
Having insurance once is sadly not proof of having it for the duration of your driving life. You can sign up for car insurance, use the proof for whatever you need it for, then immediately cancel it. Here, with mandatory 'cooling off' periods for contracts, you can actually do this without paying a thing :rolleyes:.

Indeed, and you don't even need a car to take your test here, so you definitely don't need insurance.
