I live in East Pennsylvania and I heard all teh sirens. It happened at the Ross Township Municiple Building where they were having the monthly supervisors' meeting. Apparently the shooter came in, distraught over the fact that the township (located in Monroe County) condemned his "house" (I use that term loosely... as he had no septic system and there were human feces in buckets) and I guess he just got fed up. He shot and killed two people, and the other person died from a stress-related condition at the scene.
