are humans the only ones allowed to design ships for the federation? what about other races? just so that there would be some different looks to them. vulcan designed ship would look quite diff from the norm. so is a klingon designed ship.

I had always assumed that Federation ships were designed by multiple species, but Enterprise threw that right out the window by making it quite clear that every Federation design element came from Earth. Not that I consider it part of the TOS-TNG-DS9/VOY timeline anyways.
Then again, what says that every design element of NX-01 came from Earth?
After all, Earthlings were quite new to this starship business. Odds are that they would have been loaning, begging, borrowing, buying and stealing ideas, solutions and even components from left and right. The saucers could have been trademark structures for one of those lesser species that agreed to do trade with Earth; things like the phase cannon, ditto. The only thing that would with high probability be native to Earth (even though built with significant Vulcan help) would be the paired engine nacelles, and that's not really unique to the later Federation Starfleet in any way - or to Earth vessels in the ENT era, for that matter.

I think other races contribute, but since earth contributes with most resources it is naturally they'd have their own designs... IMHO.

The Enterprise was designed by Starfleet, since Starfleet becomes the military branch of the Federation it stands to reason that Starfleets designs would be used first and foremost.
Also the Enterprise didn't have a secondary hull but the Andorian ships did appear to have secondary hulls, it wouldn't surprise me if Federation ship designs simply started off with Earths saucer section design and the rest of the ship was deisgned using schematics from other member worlds ships which is how we ended up with secondary hulls housing engineering on Federation ships.

is there some sort of guideline or look people have to follow for designing them? it would be nice to see federation ships to have more vulcan, andorian, etc. look.
is starfleet a human created group or was it a collaboration with other races? i guess if it's something humans created then let others in it would stand to reason that they'd want the ships to look more like their designs.
