Non Sync is holding to an interpretation of various dialogue about the PD and ignoring other pieces of dialogue about the PD that no particle of the Prime Directive at all applies to any post warp culture... Which is just silly considering all the times they have said that the Prime directive does apply to Space fearing cultures.
Janeway and Tuvok talk about the merits of handing out replicators to pay their safe passage through many angry kingdoms on their way home in season 7's Flesh and Blood, and lament that although the replicator is peaceful kitchen appliance at it's most benign application, that these same replicators that can be used to make food can also be used to make weapons. Which is an elementary rendition of the possible dangers compared to how Janeway explained why replicator tech in the hands of the kazon could alter the balance of power in the quadrant back in season two to Neelix, which is the reverse of the Malon refusing to be reduce their eco footprint because it would reduce their bottom line not to choke to death on their own garbage and take all their nieghbours down with them...
Really it's much the same as Tracy handing out Phasers in the Omega Glory and Kirk (Who got away with it) backing on Arms race on Tyree which eventually left the planet an entire desert which Sisko found it because the Feds and the Klingons obviously eventually gave these hillbilly knuckle draggers nukes and other weapons of mass destruction, and if the feds stopped giving these monkes more advanced weapons at pace woth the Klingons then that would obviously set off a domino chain and put an end around on the Oganian Peace accord.
I liked the Stargate episode where some god was punished for giving a herd race weapons to defend themselves in contrivance with their own non-interference manifesto, who turned around and quickly reverse engineered the tech to become a race of conquerors, but the God was already being punished despite his good intentions because he could not foresee the unforeseeable impulses resulting from his initial act of benevolence which is why there is a rule exactly against what he did.
