It is George Raft.
I was doing some reading up on Hogan's Heroes earlier today because I watched the movie Auto Focus last night. I had read somewhere that when John Banner started acting he was a trim 180lbs and in the few years leading up to HH he put on over 100lbs so I did a Google image search that lead to that picture and this website
