Well, not untypically I'm approaching this from a little different perspective than the excellent stuff already posted... rather than a ship or military unit, this is a challenge coin for operatives of Section 31, which adds the wrinkle of it being a secret organization -- so this is for their cover company, Universal Exports [a reference I'm sure some of you will get lol]

How big is it meant to be? Are those globes supposed to be clearly visible, or are they the 23rd century equivalent of "micro-printing" to prevent counterfeiting?

So, is the reference to Michael Moorcock's books intentional? Specifically, this? If so, that is very apropos.
 
^^yes, it's supposed to be overtly a symbol of "universal" commerce but covertly the chaos symbol... longtime Moorcock fan here. :D
