Most people I speak to seem to agree that seasons 1 + 2 are the worst.
After recently buying the season 7 dvd I think I would argue season 7 is the worst.
It seems TNG was just running out of gas after many years of great episodes.
Season seven seems soft. Almost like an hour long soap opera in space.
I'm not saying season 7 is all bad. It has a few great episodes such as "All Good Things" and "The Pegasus" but for every good episode there are five really bad ones like "Genesis (one of the worst ever) "Masks" + "Sub Rosa"
