Are we looking at a transwarp conduit representation? A gateway to parts far, far away? Delta Quadrant? Or Andromeda Galaxy?
I feel like that outer part resembles this just a bit.

Huh so it is, I originally thought it was from the Discovery Season 1 and 2 UFP logo.

I'm trying to figure out which important things happened in the 21st century in the Trek universe... In other words, what could ave changed and caused an alternate timeline? (I don't remember the movies very well and I didn't watch Enterprise.)

Seven's implants are part of what make her unique.
Without them, you wouldn't know she was Borg. She'd be just another human being.
I wouldn't worry. The implants are likely just gone for this season in order to symbolize that something is rotten in this timeline, but once the timeline is fixed by the end of the season, the implants will be back.
I do hope you're right (although I wouldn't put it past TPTB to do something stupid).
Looks like we're also getting a new iteration of the Starfleet Command emblem in Picard Season 2.
