The official synopsis of the film is thus:

this one looks pretty fun, if not moving. It may not be Primer, and it might not even be about time-travel when all is told, but it’s dropped onto my list of must-sees anyhow.

looks like at least a rental.

I think this says it all:
"it might not even be about time-travel when all is told"
so it has a premise which may or may not be the actual plot.

Re: "Safety Not Guaranteed" marketing

from a review
'Safety' a quirky, charming sci-fi rom-com

but is actually
a quirky, low-budget indie romance masquerading as a quirky, low-budget indie science-fiction adventure.
Here's a tight, intelligent movie that wisely puts its limited finances into a single, well-staged finale that not only testifies to faith, but reminds us that in matters of the heart, safety is never guaranteed.
be warned of marketing ploys. This is not a sci-fi movie.

I guess this is a bit of a microtrend as another film is also marketing a sci-fi comedy as such but the sci-fi is in the background sort of like The Lake House.(2006)

A movie review of "Extraterrestrial," Nacho Vigalondo's misleadingly billed "science-fiction comedy." It dares to be dryly farcical while keeping its alien-invasion scenario completely in the background
