Or maybe the Daleks only set forth from Skaro because of their encounter with the Doctor. I could imagine in the Trekverse a Starship finding Skaro and a landing party/away team beams down to the planet and encounters them. Cue lots of dead redshirts. Perhaps it would be like Destiny of the Daleks and they find Davros.There might be a Skaro in the Star Trek universe, but the Thals won the war and Daleks never developed. Qo'noS might be a world subject to the Draconian Empire in the Doctor Who universe.
Maybe Thanagar, the planet of Hawkman, exists in both.

As is currently being discussed in the SNW forum, the original plan for the S4 finale of SNW (which has been abandoned) was for that to have been a crossover with Doctor Who.
Honestly, I hope the planned crossover was a Dalek story. Title, something like "The Dalek Invasion of the Federation." If you're going big with this crossover, go big.
I figure the Ncuti season three finale would have set it up, probably being a big Dalek story itself, but in the Whoniverse, and it would end on a cliffhanger where the Dalek fleet opens a portal to the Federation.
I sometimes think about the alternate universe where NBC bought Terry Nation's Daleks! in the 1960s, and it aired back-to-back with the original Star Trek.

I can’t say too much about it, but if you’ve seen some of the other conversations have been going around about maybe or maybe not a crossover with another show, maybe or maybe not. At one point, there was going to be a sort of different thing for [the season 4 finale]. And Akiva, of course, you know, not only our showrunner, you know, he’s really our big-hitter director, and so he was going to come in for a very special episode that didn’t work out… The new break was really something that was really in my sweet spot.”
