If Captain Crandall does not turn out to be Q, could he be the love child of Pavel Chekov and Julia Crandall since he is older than Picard?
 
The Sisko is avoiding alimony payments to Kasidy. Hard to pay them in a moneyless economy, so.
 
Or, he was just a plot device for Kestra to use to get Picard the info he needed, and it’s nothing more than that.

Of course, I’m sure we’re going to get the “How about a Captain Crandall show?” people rearing their ugly heads soon.

This! Finding the planet couldn't be as easy as typing "two moons and lightning" into spacegoogle or Narissa and her goons would have gotten there while Picard was still munching on his pizza. They needed a way for Picard to get the info that Narissa didn't have access to.

According to Memory Beta:
Julia Crandall was a Human female who served in Starfleet in the mid-to-late 23rd century.
In the early 2260s, Crandall was attending Starfleet Academy on Earth at the same time as Pavel Chekov, though the two never met until their final year at the Academy. Shortly after meeting they began a romantic relationship which led Chekov to propose to her following their graduation. Unfortunately, Crandall turned down the proposal because they could find themselves serving on different starships and ran the risk of never seeing one another again. Crandall's prediction played out when Chekov was assigned to the USS Enterprise and she received a different assignment.

However, six months later she was reassigned to the Enterprise to participate in the ship's survey mission to the Mariotian sector. The two had an emotional reunion, but while Chekov wanted to continue their relationship from where they left it, Crandall wanted to take things more slowly because she felt that she had changed as a person over the preceding months. (TOS comic: "No Compromise Part One")

Crandall and Chekov assessed the affects of a radiation attack on the soil of Beta Mariotia III. Colonist rebellion, taking Crandall and Spock hostage. (TOS comic: " No Compromise, Part II")

Crandall earned a commendation for her courage and composure while in captivity. Crandall stayed behind on Beta Mariotia III as part of a science team to study a 15,000 year old orbiting TOS comic: " No Compromise, Part III")

Unfortunately, Crandall was killed in unspecified circumstances in 2290. While she hadn't seen Chekov in over twenty years, she left instructions that he was to be notified of her death. (TOS comic: "No Compromise Part One")

And who the hell is Julia Crandall?
She was a character in Star Trek comics in the early 90s I think, most certainly non canon, she and Chekov were classmates at the academy and involved. They both were assigned to the Enterprise and Chekov proposed, she said no. Fast forward about 20 years years and she has died and her last wish that Chekov be told immediately.
 
It can be no other. We need to get one of those so-shall-me-dee-ah thingamajigs going and make it so.

And Riker and Troi have no issue with there daughter texting an old man neither seems to respect/like? And the information he gives her is immediately accepted by all as fact... Nothing odd there.

Well, replace "Crandall" with "Picard"; him being quite a character probably shouldn't count against him.
