My Fireball class decks are stacked vertically because it was a heavier, more military version of the explorational (and canon) Daedalus class. The earlier ships had their decks horizontally aligned because that's what ships would have had if they relied upon acceleration or deceleration for gravitational effects. Naval warships tend to keep using styles of older ships even if the original reason for the style has gone away. I know almost nothing about ST:E because I didn't watch much because it differed from the head-canon I established for myself years earlier.Masao's ships have gravity plating - those yellow dots between decks - (they just build it with their decks vertically because it may be less 'strenuous' on the system to fight against the impulse/speeds they undergo). The Fireball (2156) is already horizontal, though no reason was given for this, nor is it touched on in the Daedalus or Wasp classes, but eh. Was barely touched on ever in Star Trek proper anyway. Gravitons? From the MU episode in ENT?
