Enim Silent Leges," but was there any effort made to bring back Norman Large for
the role? He brought a really dynamic performance to the role when he played Neral
in "Unification" and it would have been a nice bit of continuity to have him back in "Inter Arma...">>

Neral looks Bashir over without emotion. Neral is a seasoned politician, a ruthless in-fighter who's survived more than one coup attempt. He's a man who seldom lets anything get in his way.
I remember he was a slick devious politician in TNG, but a rather dull underwhelming character in DS9; especially for a Praetor, I expected a more dynamic character. Hard to believe the two are supposed to be the same guy.Maybe he won a hard fought power struggle after Shinzon's reign, and that aged him. It might make for an interesting backstory, perhaps someone could write a novel could explain it.
