Rom and Vir Cotto (Babylon 5)

Has anyone here noticed a similarity between Rom and Vir Cotto of Babylon 5? The more I think on them, the more I realize they have much in common.

Both are at times portrayed as meek or subservient but in actuality are both very capable.

They're both goofy characters who spend most of the series playing second fiddle and become the rulers of their planet. They're both nice, simple people who are nervous around women and have human-like morals which are seen as weak by their own people.

The specifics of all of that are very different between the two though.
