Ok... so I am crazy and was pained to learn of the demise of B4 by Data to which was rather unsettling as explained morally.

Premise story writing Planning:

(what you discover is that Data is actually reminants of B4...)

I.Data discovers B4 is a trap, but like Spock had to McCoy leaves an imprint....
(begining final moments of Data with b4)
II. Time change: Shinzon finding reminants of Soong Type Andriod badly burned in a plasmatic mass beneath the surface of Remus Mine.

III. Android is badly damaged with fragmented memory core -> Scenes of Shinzon becoming himself the Protection of his Vicroy... and the Genetic treatments generating him... Chroniton particles are found at the scene with Thalron traces...

IV. The constructing of B4

(Shinzon building data, the plan to ruse, takeover of Romulus, and big ship(name?))

I only just joined this board, so am just now seeing your post. I can't private message, so I apologize for necromancing. I didn't write the above, but I did recently write Fan Fiction about the post-Nemesis Data and B-4, mainly because so many of the plot holes in Nemesis bothered me. I came it from a more realistic computer programming way.

I named the work "Data Recovery" and put it on the 2 main fan fiction sites under Star Trek: Next Generation. Funny enough, Captain Louvois does appear in the sequel. I know it's not what you outlined above, but my stories have some of the elements you asked for.
