When the Dominion stole Bashir, they musta stole his shaving kit too

Tain's body suddenly dissapeared what looked to be same scene. There was Bashir (still no facial hair to speak of) trying to get Garak in through the panels-no Tain.

As usual Garak stole the show

It's not impossible to believe that there was some sort of follicle inhibitor invented by the 24th century.
