Quantum Leap questions

I think the episode where people were leaping into Sam (he was in an crazy house and had received a shock of electricity) one of the people whom Sam had been in and performed life-saving CPR with said of his experience (something to the effect of), "And suddenly I knew what to do..." as though what Sam did lingered in their mind as an inspiration.

Actually, those people weren't literally leaping back into Sam - he was just confused and taking on their personalities because of the shock to his system. It was only the FINAL shock that caused a leap.
 
Here's the thing, though, sometimes Sam made decisions "as someone" that likely would strongly conflict with the host's decisions and personality.

An early episode where Sam leaps into a made mobster apparently there to solidify the relationship with his girlfriend who's the Boss' daughter. By the end of the episode he's managed to do this but the Boss finds out about and, obviously, is ready to kill the man sleeping with his daughter. A hiccup in the leap puts Sam in the body of the Boss. The guy is understandably confused but takes to things fairly quickly and as a "solution" Sam, as the Boss, makes the guy promise to care for his daughter, leave the crime family, and lead a normal life.

Ummmm.... This likely, to me, wouldn't work once the Boss made it back into his body (or however it works) unless Sam's decisions had some "permanence" because once the Boss is back he's just not going to accept his daughter marrying a (former) mobster and if you're made there's no such thing as a former mobster! You're in it for life and don't get to just leave.
 
Teresa wasn't the daughter; she was the mob boss's mistress - the solution was a public declaration of an intent to wed (I think that's banns, yes?). I can't recall if the boss was married but I think he was. Hence it was all made very public that Frank would marry Teresa. But I get what you mean. It seems more likely that the declaration would end the relationship between the boss and Teresa and promote a marriage between her and Frank, but it wouldn't allow Frank to leave the family.

Now that I think about it, the solution might not have been specifically for him to leave; it might have been more for Frank to stop being a trigger man. Huh. I should rewatch.
