Q??

Definitely antagonist rather than villain, he seems to really like Picard, even if it's only because he can rile him up so easily.

I just wish he had been in one of the TNG movies.
 
Q is not a villain. He seems to genuinely like the crew of the enterprise, particularly Picard and Riker. By the end of the episode 'Deja Q' in season 3, Q seems to have developed a real sense of humanity. He admits to feeling ashamed that he wouldn't have tried to save Data's life and above all other places in the universe Q could have gone to live out his mortality, he chose the Enterprise. If i remeber rightly he evens states that Picard is the closest thing he has to a friend in the galaxy.
He's basically just annoying.

The Q and the "Q" we know is more of a teacher who will go to any means to proove his point. He was un ethical and un moral but He meant no serious harm. He would put the Enterprise-D in serious troubble, throwing them in space to meet the Borg but it was all for "good reasons"
 
I wouldn't consider Q a villain. As a couple of others have said, he's an antagonist. I consider him a pain in the rump to the Enterprise and Voyager crews.

Tell that to the 18 innocent people who got killed because of him at System J-25.

Actually some of his actions seem to be designed to help humanity. The way he tends to go about it can be quite dangerous for humans though and he has been responsible for a number of deaths.

Oddly, for an omnipotent being, he did manage to demonstrate significant character growth, even if he never quite outgrew his mischievous ways.
 
Not really a villain, he was unpredictable and caused a lot of trouble, but I dont think he purposely set out to trump TNG crew.
