I know that you Folk will berate me, and this is Monday morning QBing, But:
The Pentagon should have sent a carrier group to invade the Island with the goal
of reestablishing the power grid, clear the roads, then park the carrier in the
Harbor and hook it up to the Grid. With a couple Destroyrs in the Virgin Islands
doing the same thing, If not before Martha, then the next day.
The Groups' communication system could have handled the cellular traffic.
