According to some spoiler reports, *all* the Silurians have the new humanoid features, and the more 'alien' look seen in some shots, the end of the 3D trailer and behind-the-scenes photos etc. is some sort of battle mask or something like that.
In fact, the two Silurians spotted together in the trailer are in fact twins (Played by the same actress, but they added the mask to differentiate).
So one wonders how did these Silurians appear more human? Some kind of experiment ala the Daleks in Manhatten? A natural evolution to adapt to a world dominated by "Apes"? Breeding? I wonder if this story will in some way adapt "Scales of Injustice", a Pertwee-era 90's novel which dealt with mutant Silurians.
Of course, the real reason is probably budget. Let's face it, the old Silurian costumes wouldn't really work (And even they changed drastically between the Pertwee stories and Warriors of the Deep), and to fully modernize the reptilian look would cost a lot of money, even for Nuwho.
