Possible Spam Question

Ok so there is a flashing banner near the top of the page that reads
“You are a selected visitor – THIS IS NOT A JOKE
The random number generator has selected you a winner.
>> click here<< to win an apple iPad
Has anyone ever won when doing this?
And I didn’t think there were allowed on this board?

(I didn't click as most likely it will lead to a site where I have to text my cell number to them, as that just leads to trouble.)
