Spoilers Possible Series 13 Changes

I don't see the cut from 11 episodes (10 regular-Series episodes plus a Special) to 8 episodes being a permanent thing given that the only reason it happened for Series 13 is that it's going to take more time than usual to shoot each episode.

I also don't think we're getting a Special because it'd be very difficult to deliver a satisfactory narrative in just 7 episodes given the way that the franchise is currently structured.

Well, you could (almost) structure it as one ongoing serial similar to the original episode structure.
Those were around 4-5 episodes, right?
 
It's hard to predict how viable a return to the Classic Doctor Who Serial format would be in today's television environment in general and for Doctor Who in particular because we really only have five examples of that format being used in the 21st Century: the David Tennant/Tenth Doctor Special "The End of Time" and the Arrowverse Crossovers "Invasion", "Crisis on Earth-X", "Elseworlds", and "Crisis on Infinite Earths".
