He's an amalgamation of all of the feelings of jealousy Sulu, Chekov, and Uhura felt in The Original Series for being marginal characters. Because in our world Scotty was immortalized with the phrase, "Beam me up, Scotty!" the Scotty of this new time line was cursed with his eternal presence. Scotty is doomed to keep looking at Keenser and hoping he'll actually do something...but that day will never come.

Uh.... I don't care either way. But I thought he was cute. So I'm going to say yes.
I think it's fun that Scotty now has a foil, someone he can holler at in exasperation when things aren't going right. Plus I'll bet that Keenser is one helluva drinking buddy.
