Well, as I mentioned in another thread, I have been very interested in the fan scene of the 70s—not all aspects of the fan scene, but, general stuff like this about the characters and the aliens and the technology. It was basically fanfic, but, because there were very few official sources at the time, it’s been interesting to see where various unofficial sources from those days influenced other unofficial and official sources.

A few years later, the U.S.S. Enterprise Officer’s Manual printed a version of this list which was greatly changed due to the influence of TMP. We can talk about those changes if you want, but I’m mainly interested in the above list.

The first curiousity is that he includes characters from TOS, TAS, and Phase II. I think he assumed some characters who had transferred off the ship during TOS (Riley, Alden, Rand) might return in Phase II, with promotions.

Of course it’s an unrealistically maximal list, by which I mean it is hard to imagine many of these officers serving together at the same time. But I think that’s partly to show off his research, and partly to try to show what a full complement would look like. It makes sense that at any given time there would be a psychiatrist and a chemist and an astrobiologist on board.

So, my first question for you is general: did he do a good job of representing how the divisions and departments break down?

Second question, a little more specific: do you spot any info here which came from a source other than TOS proper (Whitfield, Trimble, Schnaubelt, Blish, Foster…)?

Finally, ultra-specific, what is the idea with ordnance? I can only guess he felt there ought to be an ordnance, so, he threw three random guys on the job. Still, I feel like I am missing something, here.
 
Not sure what to make of that. There were some names that I expected, but I think they are omitted because the story that character appears in is their one appearance after which they are killed or exiled or whatever. So Stiles is working below decks in the phaser banks "Stiles, can you hear me? Fire!" however Tomlinson was killed in the same episode, Balance of Terror. Naturally Tomlinson isn't included in a roster that might be TMP era crew roster.

It isn't consistent, though, because Mira Romaine in records was only on board the Enterprise to be ferried from whatever her last post is to the Memory Alpha. Her career direction was to be part of one of those Memory collection outposts, although admittedly it doesn't rule out the possibility that she eventually decides to be part of a starship staff.

The security department is neglected. Which seems kind of enabling of the tendency to throw red shirts away as disposable. One thing that some novels have done is develop a security staff, and make the security chief a more prominent character (The Entropy Effect, Mindshadow).

I saw a reviewer once give the author Diane Duane credit as a writer that shows that there's a department staff supporting the department head. So in The Wounded Sky, every new scene the bridge has most of the familiar bridge crew except for one who has been swapped out because they are off-shift. So one scene has another character at communications, a later scene has Uhura back but a different character has taken over at navigation. The list you have posted above kind of gives that sense, too, I guess.

I don't know if that answers your question, but that's the thoughts your post brought to my mind.

Chekov, of course, is off-ship, retraining to be the new Security Chief. There was already a red shirt prepared for Walter Koenig when "Phase II" costumes were being made.
