People with Mental Disabilities serving in Starfleet

There's not some magic "dying of old age" at least not as far as is known.

Sure there is, the shortening of telomeres means that eventually your cells simply won't divide any more, and you die from that around age 120. It's called the Hayflick limit.

Telermorase appears capable of overcoming that limit.
It’s worked in lab tests. Since only one human is reasonably believed to have lived past 120 there haven’t been a lot of candidates to try yet.

Deltans require an oath of celebracy in order to be part of Starfleet. According to the novels, it's because sex is like a handshake to them and they have pheromones that mess everyone else up.

That's an alien species having to act against their nature in order to serve with humans and the rest.

Would thus humans with mental and psychological issues need to basically mask as they do today in order to function within the group?

I have... logistical questions about the functioning of a society in which everyone is having sex with everyone else all the time, with it being as common as a handshake.

I don’t think they would have to hide that they are suffering from some kind of mental/psychological obstacle, they would still have to be able to function within the rules and structure of Starfleet.

I should preface that while I've never been officially diagnosed with anything, it's obvious to everyone else I'm on the spectrum, apparently. My wife and I have a classic Autistic/ADHD relationship. That said, I have a real problem with the rhetoric around masking, like it's some awful thing no one should have to do. Everyone is supposed to regulate their behavior to function around other people. You aren't exempted from that just because you have a diagnosis. It's just a matter of degree, and the amount of effort you personally think you should be expected to expend on it.

Humans would be instructed NOT to walk up to people of other species on tropical/desert biomes and ask "hot enough for ya?"

Hypothetically, Starfleet should be able to employ neurodivergent people the same as NT, regardless of masking.
The Academy or whatever would recognize a persons ND gradient and help them learn to do their job within their skill sets.
Those who suffer from mental illness would have to be treated, for example, someone who is bipolar requires certain treatment and/or medications in order to function properly, etc.

That doesn't necessarily mean that they couldn't participate with the appropriate accommodations.

We also see in DS9 that some people are simply too ND to fit in with general society no matter how much they try. Those people wouldn't be able to get jobs in starfleet because they wouldn't be able to understand the proper authority and all.

“Statistical Probabilities”

If you have those illnesses resolved, especially the heart, people continue to live. There's not some magic "dying of old age" at least not as far as is known.

since TAS. April faced the mandatory retirement age.
That age must be for a human life span. A Vulcan at 75 is not even middle age.

Even assuming that, mental health may be another matter entirely, because treating what someone might consider a condition might fundamentally change who they are as a person.
I have often wondered if OCD is more boon to the acting profession than bane

They were still writing Starfleet as a human centric entity.
They still are. Though I suppose if Paramount continues with Star Trek, the next one will be called Star Trek Country about some hard workin human Yak Ranchers on Dry Gulch V, the world's rootenist tootinist Yellowstone Class M Planet. Starring Robert Taylor, a steely eyes Starfleet Sheriff prone to dipping snake-weed and kicking ass.
