that lower deck guy in Voyager is a good example (Good Shepard might have been he episode title). he was well educated and competent but lacked ambition

It’d be more accurate to say he had a rigid ambition. He already had plans. He was just not willing to deviate from it, even in the face of their unique circumstances.

Another example of a less than stellar Starfleet officer was Lt. Aquiel Uhnari. She hadn’t received good reviews in her past postings and was stuck on a relay station at the edge of Klingon space.

I just rewatched "Pathfinder". Barclay remains the king of square pegs trying to fit in round holes. It was nice to see Deanna guest starring, too.
