Or you could have that inner park actually be a giant SG-! style stargate ringed by your cityscape, or keep that, dome it up, and place it atop a space elevator with the central square being the elevator docking access...
I wonder what happened to the miniature--if that was what it was--from Dark City? It might be nice to cut off the lower sphere and dome forest, invert that as an underwater city all by itself, then house over the top Dark City itself in the dame Valley Force Battlestar Galactica agroship kind of lattice dome--like Starlost.
Have a recurved wall like the tower atop the aft of destiny, and that wrap around only lss than a quarter the circum. This would house drive engines with thrusters only below...
