I wonder if this:

It certainly fits, as

Spoiler: SNW spoilers

both facilities are called Institutes, both are related to genetically enhanced individuals (one cares for young Khan, the other cares for people harmed by faulty genetic engineering), and in the future, in an effort to distance themselves from the Noonien-Singh name and its bad connotations, they just call it the Institute.

Basically, they've changed their focus from augmenting humans to caring for victims of faulty genetic engineering, in an effort to redeem themselves as an organization.

Seems a bit thin. They're both called "Institute" and both work in some way with the genetically engineered... Much more likely that a new institute with diametrically opposed goals would be starting fresh with a new name and all new management.

It does seem a value consistent with Trek, though: rehabilitation (re-branding and redeeming) rather than destroying it outright.
